Russia resumes rocket attacks on Ukraine, targeting the country’s energy grid

On October 10, Russia resumed their powerful missile attacks throughout Ukraine. Almost all of them against Ukraine’s civilian critical infrastructure — TPP, CHP and HPP.

According to President Volodymyr Zelenskyy, about 40% of Ukraine's energy infrastructure has been severely damaged. In order to more or less stabilize the energy system, power outages have been introduced throughout the country. Almost every day, electricity in Ukrainian homes is turned off for 4-12 hours.

On October 10, for the first time since June 26, rockets flew through the Ukrainian capital, Kyiv, and, for the first time since the beginning of the war, hit the city center. In particular, one of the rockets was spotted on the playground of Taras Shevchenko Central Park. In total, 83 rockets were fired in one day at targets around Ukraine, 43 of which were shot down. 19 people were killed and another 105 were injured.

October 10th now ranks second only to the first day of the invasion in terms of frequency and spread of missile attacks against Ukraine.

In total, according to the estimates of the Air Force Command of the Armed Forces of Ukraine, between October 10 and November 2, Russian troops launched at least 220 missiles. These included winged  “Calibers”, ballistic “Scanders”, X-101 and X-555. According to their spokesman, Yuri Ignat, the last two are Russia’s most powerful and expensive – costing 13 and 7 million dollars, respectively.

Estimates suggest Russia may have spent up to $2 billion in the last 25 days just on missile attacks alone. This is the minimum estimate as it is not known exactly how many missiles of each specific class were launched in Ukraine on October 10.

In particular, the next massive missile launch in Ukraine on October 31 cost Moscow somewhere close to $760 million. This is roughly equal to the last two annual budgets of the Republic of Buryatia. On October 31, 55 X-101 cruise missiles arrived in Ukraine, carrying half a ton of deadly explosives. This was in addition to 22 anti-aircraft missiles of the C-300 class and one X-59 aircraft rocket. Ukrainian air defense forces have knocked down 44 targets. Including all 10 who targeted Kyiv.

But the remaining 11 managed to strike energy facilities and their infrastructure. And since October 10, none of the Russian missile attacks have targeted military installments.

On October 14, the Minister of Defense of Ukraine, Oleksiy Reznikov, wrote on his Twitter page that in using high-precision missiles for civilian purposes, Russia not only asserts itself as a terrorist state, but also deprives itself of military advantages. In particular, by diminishing their missile supplies.

According to him, as of February 23, Russia had about 900 “Iskanders”, about 500 ship-based “Caliber” cruise missiles and 444 land-based cruise missiles of the X-101 and X-555 varieties.

As of October 12, there were 124 “Iskanders'', 272 “ Calibers”, and 213 X-101 and X-555 missiles left in the reserves of the Russian forces. As of November 2, – there were even fewer. However, according to recent statements by former Russian President Dmitry Medvedev, this is unlikely to stop the Russian leadership from further missile attacks.

In his Telegram channel, he wrote: “In order for the Russian military to stop bombarding the power system, Ukraine must comply with the Kremlin's demands in the war.” Such a message in the Office of the President of Ukraine is considered a recognition of Russia’s terrorism at the state level, and prompts further refusal of any negotiations with Moscow.

Experts, with whom Katapult Ukraine spoke, name two reasons for the recent massive bombardment of Ukraine. According to them, Russia wants to damage the critical infrastructure of Ukraine as much as possible before the start of the heating season, and thus, psychologically put pressure on the civilian population of Ukraine to persuade the Ukrainian authorities to change their conditions for an end to the conflict.

Therefore, the missile attacks will continue, especially against the background of Russia's lack of success at the front, said Vladislav Seleznyov, Ukrainian colonel and former speaker of the General Staff. After all, since October 10, none of the missiles fired have been aimed at military sites, but exclusively at the civilian targets, energy facilities, and other critical infrastructure in Ukraine.

“Putin is trying to freeze Ukrainians on the eve of the heating season. He will not stop and will even use up their missile reserves to inflict maximum damage on Ukraine and minimize its energy capabilities. We should receive air defense funds from the West as soon as possible. The Ukrainian sky should be protected to the maximum ”, — called Seleznyov.

Two more experts consulted agree with this position. For example, Victor Yagun, who is a military figure and major general of the SBU. He is convinced that the Russians with their missile attacks do not intend to harm Ukraine's military power infrastructure. It is completely autonomous and is not connected to the country’s central power grids.

“Russian missile attacks terrorism at the state level. It is the critical infrastructure used by civilians that is being hit. These attacks do not affect the movement of the Ukrainian army: the Armed Forces have moved forward and continue to push further. There are successes in the directions of both Kherson and Luhansk. Of course, there can be no victories every day. But the Ukrainian army did not stop, and the enemy retreats ”, said Yagun.

A similar view was expressed by Roman Kostenko – Secretary of the Parliamentary Committee on National Security, Defense, and Intelligence. According to him, Putin can not counter the offensive of the Armed Forces at the front, so he resorted to massive missile strikes which target and affect the civilian population.

“The Armed Forces are moving forward and have the full support of Ukrainians in this regard. People understand that Putin is a terrorist and a cynic. He said that he was going to save the Ukrainian people, and he resorted to genocide against them. He wants to destroy us, but he will not succeed. After all, rocket attacks only increase the hatred of Ukrainians for his regime and increase the understanding that only victory in the war will be able to protect them from the Russian Federation”, — Kostenko explained.

According to the results of the all-Ukrainian public opinion poll "Omnibus", despite Russian shelling, which has destroyed infrastructure and taken the lives of Ukrainian civilians, 86% of respondents were in favor of continuing the armed struggle, even if the shelling continues. The survey was conducted by the Kyiv International Institute of Sociology on October 21-23.

Із 10 жовтня Росія відновила потужні ракетні атаки по всій території України. Практично всі прийшлися по цивільній критичній інфраструктурі — ТЕС, ТЕЦ та ГЕС.

За словами президента Володимира Зеленського, серйозно пошкоджено близько 40% всієї енергетичної інфраструктури України. Для того, щоб більш-менш стабілізувати енергосистему, по всій території країни запровадили віялові відключення електроенергії. Майже щодня електрику в оселях українців вимикають на 4-12 годин. В тому числі і в центрі Києва.

10 жовтня, вперше із 26 червня, ракети прилетіли по столиці України Києву і вперше з початку війни, вдарили по центру міста. Зокрема, одна з ракет поцілила по дитячому майданчику центрального парку ім.Тараса Шевченка. Загалом того дня росіяни випустили по Україні 83 ракети, 43 з яких було збито. Загинуло 19 осіб, ще 105 було травмовано.

Це була одна із наймасовіших атак із 24 лютого. Більше ракет прилітало хіба що, власне, у перший день повномасштабної війни – 160 штук.

Загалом, за підрахунками командування Повітряних сил Збройних сил України, у проміжку із 10 жовтня по 2 листопада включно, російські війська запустили щонайменше 220 ракет. В основному – це крилаті “Калібри”, балістичні “Іскандери”, Х-101 та Х-555. За словами речника командування Повітряних сил Збройних сил України Юрія Ігната, останні найпотужніші та найдорожчі – 13 та 7 млн доларів відповідно.

За останні 25 днів ракетних атак Росія могла витратити до 2 млрд доларів. Це мінімальна сума, оскільки точно невідомо, скільки саме ракет певних модифікацій було запущено по Україні з 10 жовтня.

Зокрема, черговий масований ракетний пуск по Україні 31 жовтня обійшовся Москві у $760 млн. Це два річних бюджети республіки Бурятії, представники якої масово грабували окуповані ними населені українські пункти. 31 жовтня по Україні прилетіло 55 крилаті ракети Х-101 (несе на собі півтони смертоносної вибухівки в бойовій частині. - ред.), 22 зенітні ракети до С-300, одна авіаційна ракета Х-59. Сили української ППО збили 44 цілі. В тому числі всі 10, які цілили по Києву.

Але решту 11 вчергове потрапило по енергетичним обʼєктам. І жодного разу із 10 жовтня ракети не були націлені по військовим цілям.

Міністр оборони України Олексій Резніков ще 14 жовтня на своїй сторінці у Twitter написав, що використовуючи високоточні ракети по цивільних цілях, Росія не лише стверджує себе у статусі держави-терориста, але й власноруч позбавляє себе військових переваг. Зокрема, і в ракетному потенціалі.

За його словами, станом на 23 лютого, Росія мала близько 900 “Іскандерів”, близько 500 крилатих ракет морського базування “Калібр” та 444 крилаті ракети повітряного базування — Х-101 та Х-555.

Вже станом на 12 жовтня у запасах збройних сил рф залишилося 124 “Іскандерів”, 272 “Калібрів” та 213 ракет Х-101 і Х-555. Станом на 2 листопада – їх стало ще менше. Однак судячи із останніх заяв екс-президента Росії Дмитра Медведєва, навряд чи це зупинить російське керівництво від наступних ракетних атак.

У своєму Telegram-каналі він написав: “Для того, аби російські військові перестали бити по енергосистемі, Україна має виконати вимоги Кремля у війні”. Таке повідомлення в Офісі президента України вважають визнанням тероризму на державному рівні і далі відмовляються від будь-яких перемовин з офіційною Москвою.

Експерти, з якими поспілкувався Katapult Ukraine називають дві причин масованої ракетної атаки України. На їх думку, Росія хоче максимально пошкодити критичну інфраструктуру України перед початком опалювального сезону і тим самим психологічно тиснути на цивільне населення України, аби схилити українську владу до перемовин за своїми умовами.

Тому ракетні атаки продовжаться, особливо на тлі відсутності успіхів Росії на фронті, запевнив Katapult Ukraine Владислав Селезньов – український полковник та екс-спікер Генерального штабу. Адже починаючи з 10 жовтня жодна із випущених ракет не була спрямована по військових обʼєктах, а виключно по цивільній, енергетичній та критичній інфраструктурі України.

“Путін намагається заморозити українців напередодні опалювального сезону. Він не зупиниться і використає навіть недоторканий запас ракет, аби нанести максимальної шкоди України і по максимуму знизити її енергетичні можливості. Якнайшвидше маємо отримати засоби ППО від Заходу. Українське небо має бути захищене по максимуму”, - закликав Селезньов.

З такою позицією погоджується ще двоє опитаних Katapult Ukraine експертів. Наприклад, Віктор Ягун – військовий діяч та генерал-майор запасу СБУ. Він переконаний, що росіяни зі своїми ракетними атаками не завдали шкоди військовій потузі України. Це повністю автономна структура, яка не підключена до центральних електромереж.

“Ракетні атаки Росії — тероризм на державному рівні. Завдаються удари саме по критичній інфраструктурі, якою користуються цивільні громадяни. Ці атаки не впливають на рух української армії: ЗСУ як йшли вперед, так і йдуть. Є успіхи як на херсонському, так і на луганському напрямках. Звісно, щодня перемог бути не може. Але українська армія точно не зупинилася, а от ворог відступає”, – сказав Ягун.

Схожу точку зору Katapult Ukraine висловив Роман Костенко – секретар парламентського комітету з питань національної безпеки, оборони та розвідки. За його словами, Путін нічого не може протидіяти наступу ЗСУ на фронті, тому вдався до масованих ракетних ударів по цивільному населенню.

“ЗСУ йдуть вперед і в цьому плані мають повну підтримку українців. Люди розуміють, що Путін – терорист і цинік. Казав, що йде рятувати український народ, а сам вдається до його геноциду. Він хоче нас знищити, але йому це не вдасться. Адже ракетні атаки тільки збільшують ненависть українців до його режиму та підвищують розуміння, що тільки перемога у війні зможе убезпечити їх від Російської Федерації”, — завершив Костенко.

За результатами всеукраїнського опитування громадської думки "Омнібус", попри російські обстріли, які руйнують інфраструктуру та забирають життя людей, 86% респондентів висловились за продовження збройної боротьби, навіть якщо обстріли продовжаться. Опитування провів Київський міжнародний інститут соціології впродовж 21-23 жовтня.
